Anson International offering contracts to local businesses

Brunei’s first marine maintenance and decommissioning yard to engage local enterprises for 15 initial contracts, with more to follow

Brunei’s first marine maintenance and decommissioning yard (MMDY) operator, Anson International, is seeking to engage local businesses to support its operations, which are set to begin in the second quarter of 2025.

During a socialisation session held today with the Brunei Economic Development Board (BEDB) at the Design and Technology Building, Anson’s Operations Manager Abu Syahmi Abd Rahman outlined 15 contracts and business opportunities for local companies to participate in.

The opportunities fall under the “basic” quadrant, part of a four-tier system similar to that used by the Department of Energy and the Brunei Shell Joint Venture companies, which also includes development, core, and highly specialised segments.

Abu Syahmi said the 15 contracts under the basic quadrant represent only the initial phase, with many more contracts to be introduced through future socialisation sessions across all quadrants.

Of the initial contracts, seven are earmarked under the i-Usahawan (Non-Energy) programme, administered by BEDB. This entrepreneurship training programme aims to encourage greater local participation in securing contracts with established organisations.

Should the i-Usahawan contracts not have eligible or successful participants, they will be opened for general participation under the basic quadrant.

BEDB’s enterprise arm DARe, will list all the Anson opportunities on its online platform DARe LINKS, which advertises opportunities from established organisations for local businesses to connect with and apply for. Applications must go through this platform.

DARe LINKS Lead Nor Hafizah Hj Yakob said that the i-Usahawan (Non-Energy) programme criteria includes all owners or shareholders being Bruneian citizens or permanent residents (who are not citizens of another country) and aged between 18 and 35 years.

They must also not have held contracts with any government agencies, government-linked companies, or statutory bodies in the past five years. Additionally, they must complete DARe’s Micro Bootcamp—a three-week, fully sponsored training programme that covers business fundamentals.

“Once a participant successfully secures their first i-Usahawan (Non-Energy) contract, they may also apply for and secure other non-energy contracts under i-Usahawan for up to three years,” said Nor Hafizah.

Anson’s 16-hectare site on Pulau Muara Besar aims to provide marine maintenance and decommissioning services that were previously outsourced abroad.

Businesses operating in or visiting Brunei can now access these services locally, which include marine maintenance, repair and overhaul, and decommissioning within the oil and gas sector.

Meeting local demand for these services could generate between $10 million to $25 million annually in the short term, with the potential to expand regionally and helping position Brunei as a trade and logistics hub in the long term.

Anson is a joint venture between local partner Qaswa Holdings of the Adinin Group, the Ministry of Finance and Economy’s Strategic Development Capital Fund, and two foreign technical advisors: South Korea’s Dongil Shipyard for marine maintenance and the UK’s CessCon Decom for decommissioning.
